Rutherford County is seeking a Financial Specialist. An employee in this class performs a variety of paraprofessional accounting tasks in the county finance department. Work includes verifying that time and leave records comply with County policies and FLSA regulations; entering work time and leave; review benefits and pay changes; interpreting and applying the County’s personnel and payroll policies to unusual situations; computing and issuing payroll, reconciling and entering insurance payments into the general ledger, generating checks for payroll vendors, and producing a variety of payroll records and related reports including monthly tax reports, W-2 forms and fringe benefits reports and retirement reporting through Orbit. Other duties include monthly bank reconciliations for various accounts and subsidiary ledger/payment systems reconciliations, prepare journal entries and general ledger analysis of various accounts; occupancy tax reconciliation and reports, maintenance of fuel spreadsheets and related tasks. Work requires strong office technology skills and application of judgement and accuracy. Frequent contact is maintained with departmental employees, supervisors, and benefit vendors. Independent judgment and initiative are required in the performance of duties. Work is performed under the regular supervision of the Finance Director and is evaluated through conferences, accuracy and completeness of payroll and other records and by independent audit of financial records.
Desirable Education and Experience
Graduation from a community college with an associate’s degree in accounting and experience in accounting or fiscal office environment, preferably with some payroll experience; or an equivalent combination of education and experience. Salary $41,636 with great benefit package.

Rutherford County is seeking a Property Appraiser Supervisor-An employee in this class oversees the work of Appraisers and technicians that identify land parcels and their value. Work involves training, coordinating, assisting and supervising a staff of field Appraisers involved in the appraisal of land and buildings for assessment purposes, as well as assisting with complex residential real property appraisals. Work includes supervising and participating in the review and defense of residential property value appeals; ensuring the appropriate and consistent inspection, listing, review and calculations; checking comparisons with like properties for compliance with the Schedule of Value; and assisting in defending the Schedule of Values before the Board of Equalization and Review, the NC Property Tax Commission, and NC in Court of Appeals, as needed. Work requires the ability to exercise initiative and independent judgment in ensuring proper application of established policies and procedures to individual appraisal cases, and requires displaying tact, courtesy and firmness with employees and during frequent contact with property owners and the general public. Duties subject the employee to inside and outside environments and hazards associated with site measuring tasks on construction projects. Work is performed under the direction of the Revenue Director and is evaluated through conferences, review of work, records and documents and feedback from citizens.

Graduation from a four-year college or university with major course work in real estate, business or a related field, and three years of experience in real property appraisal; or any equivalent combination of training and experience.

Position Available-Rutherford County has a part-time scale operator position for the Solid Waste department. Duties include answering telephones, waiting on customers, accepting payments and other duties as assigned. Rutherford County is seeking to employ a Tax Administrator with the skills and experience commensurate to the position. The successful candidate must be able to lead staff to meet the demands of the department. The candidate must be an excellent communicator, must possess exceptional customer service skills, and must possess considerable knowledge of the Revenue Department. An employee in this class plans, organizes, assigns, and directs the work of staff responsible for appraising property, listing taxes, reevaluating property, maintaining property records, maps and files, collecting taxes and handling appeals and public contacts on tax assessments. Duties include researching and developing new and revised procedures and forms to meet changing needs and to improve departmental efficiency. Work involves developing policies, procedures, and methods for program operations; handling budget and personnel matters; and working with sensitive and controversial issues in the tax assessment, valuation and revaluation, collection and garnishment program. Considerable independent judgment must be exercised in making final decisions regarding contested property values and legal points on tax assessment and collection matters. Work is performed in accordance with state statutes and local ordinances under the general supervision of the Board of County Commissioners. The position also reports to the County Manager for administrative and fiscal matters, and is reviewed through periodic conferences, reports and an annual audit of all records.
Salary range $71,424-$74,710 depending on experience plus a healthy benefit package which includes enrollment in the NC Retirement System, 3.25% to 401k, 70/30 health plan, dental plan, and $10,000 life insurance in addition to optional supplemental policies. EMT-Paramedic Full Time Position
Rutherford County Emergency Medical Services is currently accepting applications for EMT-Paramedic full time positions. Rutherford County, located in Western North Carolina consists of 564 square miles and an annual population of 64,000. Annual call volume averages 13,000 per year including the convalescent division. RCEMS operates (5) EMT-P level 911 trucks from (4) bases in the County and (4) EMT-P level convalescent trucks from (1) base. The 911 trucks work a 24/48 schedule and the convalescent trucks work a sliding schedule based on need of trucks. Salary Range is $40,000-$45,000 include overtime.
